I travel the Spokane and North Idaho roads extensively and Spokane roads are a lot worse than Idaho roads. Idaho seems to do a lot more chip sealing than Spokane County / Washington State. Spokane County used to do a lot of chip sealing but not much anymore. I'd sure like to know why this is, given that chip sealing is far less costly than repaving. A Chip Seal is about one fourth to one fifth the cost of a conventional asphalt overlay. By extending the time between asphalt overlays, Chip Seals result in lower costs over the long term. Chip Seals eliminate the need to crack seal. Chip Seals enhance safety by providing good skid resistance. Chip Seals provide an effective moisture barrier for the underlying pavement against water intrusion by sealing cracks in the pavement. www.google.com/search?client=opera&q=chip+seal+vs+paving&sourceid=opera&ie=UTF-8&oe=UTF-8
